San Francisco Unified School District Ballot Issue
Proposition A - School Parcel Tax
Only taxing parcels such as family-owned land and houses and retail stores is discriminatory. This parcel tax cannot be passed through to tenants like bond issues. Only 35% of San Franciscans, those who own property, will have to pay. Commercial property will pay by the parcel, not assessed value, so Downtown gets a bargain and homeowners pay full price.
Recommendation: Vote NO
Charter Amendments
Proposition B - New Hire Qualifications for Retiree Healthcare
A worthy step toward moving San Francisco away from budgetary crisis by brining city benefits in line with Bay Area standards.
Recommendation: Vote YES
Proposition C - Forfeiture of Retirement Benefits for Conviction of a Crime Involving Moral Turpitude
Recommendation: No position taken
Proposition D - Diversity on City Boards and Commissions
Recommendation: No position taken
Proposition E
Appointment to the Public Utilities Commission
Another move by the Board of Supervisors to hinder the Mayor’s ability to appo9int Commissioners, and this time, it could result in higher water and sewer rates.
Recommendation: Vote NO
Ordinances
F - Affordable Housing Requirement for the Candlestick Point and Hunters Point Shipyard Mixed-Use Development Project
50% Affordable Housing Requirement would discourage any developers from building homes in the area.
Recommendation: Vote NO
G - Mixed-Use Development Project for Candlestick Point and Hunters Point Shipyard
Allows a single company to develop the entire area without competitive bidding.
Recommendation: Vote NO
H - Campaign and Government Conduct Code to prohibit elected officials and their controlled committees from soliciting or accepting contributions from certain City contractors
Recommendation: No position taken
State Ballot Issues
Prop 98 - Government Acquisition, Regulation of Private Property, Constitutional Amendment 1248 (07-0015)
Protects rental property and businesses from unjust take over and protects current renters. Current renters are protected by rent control until they move out. It opens up opportunities for returning rental units to the market.
Recommendation: Vote YES
Prop 99 - Eminent Domain, Acquisition of Owner-Occupied Residence, Constitutional Amendment 1251 (07-0018)
Protects only single-family homes. Supported by the League of Cities, comprised in part of redevelopment agencies, the largest benefactors of eminent domain.
Recommendation: Vote NO
