SPOSF NOVEMBER ELECTION GUIDE
Candidate endorsements
At its September 10 meeting, the SPOSF Board of Directors endorsed the following incumbents for the November 6, 2007 election:
Mayor: Gavin Newsom
District Attorney: Kamala Harris
Ballot measures
In addition to the above races, San Francisco voters will have the opportunity to vote on 11 ballot measures.
Proposition A: Transit reform, parking regulations and emissions reductions. Charter amendment expands authority of the Municipal Transportation Agency, limits parking garage construction, increases base salary of transit operators. SPOSF SAYS NO ON PROP A.
Proposition B: Limiting hold-over service on boards & Commissions. Charter amendment requires appointing authority to fill vacancies on boards or commissions within 60 days after a term expires. SPOSF SAYS NO ON PROP B.
Proposition C: Requiring public hearings on proposed measures. A Charter Amendment sponsored by the Chamber of Commerce and other civic organizations that requires the Mayor or sponsoring supervisors to introduce for hearing before a Supervisor’s committee, initiative ordinances and policy statements 45 days prior to ballot deadline. SPOSF SAYS YES ON PROP C.
Proposition D: Renewal of Library Preservation Fund. Charter amendment extends for 15 years the special fund for library operations, established in 1994. SPOSF SAYS NO ON PROP D.
Proposition E: Requiring Mayor to appear monthly at Board of Supervisors meeting. Charter amendment that compels the Mayor to appear at one Board of Supervisors meeting a month for a policy discussion.
Proposition F: Retirement benefits for police officers for prior airport police service. Charter amendment adds years of service to SFPD officers formerly serving as airport police under state retirement system.
Proposition G: Establish Golden Gate Stables matching fund. Initiative Ordinance by Sup. McGoldrick and three colleagues, appropriates $750,000 for matching private donations to begin reconstruction process for stables in Golden Gate Park.
Proposition H: Requiring parking spaces. Initiative Ordinance circulated by petition. Amends planning code to require one-to-one residential parking, permit additional parking in new downtown commercial buildings, and ease garage-retrofit restrictions in smaller buildings. SPOSF SAYS YES ON PROP H.
Proposition I: Establishing Small Business Assistance Center. Initiative ordinance placed on the ballot by Mayor Newsom. Establishes small business assistance center under Small Business Commission, and appropriates $750,000 to fund FY 2007- 08 costs. Proposition J: Adapting a policy to offer free citywide Wi Fi. Policy statement placed on ballot by Mayor Newsom with support of Sup. Peskin, making it city policy to authorize a public-private partnership for a city-wide wireless network.
Proposition K: Street furniture advertising. Policy statement placed on the ballot by Supervisor McGoldrick and three colleagues, making it city policy to cap ads on public right-of-way to number existing on July 1.
