SPOSF: Supervisor Chiu's in-law unit legalization proposal
Supervisor David Chiu is introducing the attached legislation on Tuesday November 26, to legalize in-law units. Legalizing units appeals to some of our members but you should consider carefully if you want to convert a single family unit into a two-unit building subject to rent control. Once a unit is legalized, the building cannot revert to being a single-family home, exempt from rent control.
Single family homes generally have a premium value when they are sold.
This legislation does not contain a provision for eliminating units that have not incurred the expense of registering them and bringing them up to code but in time that may happen.
It is hard to imagine down the road that some units will be legal paying higher taxes after reassessment and others flying under the radar. You need to think this through carefully.

No one involved in the planning of this legislation has reached out to neighborhood organizations. It is important that each of us notify our neighborhood groups that this legislation is being introduced.
