The Land Use Committee of the Board of Supervisors will hold a critical vote on the proposed Condo Bypass Legislation this coming Monday, January 28, starting at 1:30 p.m. Public discussion could take a couple of hours as this is a heated topic. If you cannot come for the entire time, come whenever you can up to 3:30 pm. This is the legislation to allow condo conversion for a graduated fee, not to exceed $20,000, for those lottery participants who have not yet won. Some key points of the legislation follow:

1. The condo bypass will raise $20-25 million for affordable housing.
2. No one will be hurt – tenants are protected by "lifetime leases" that are stronger than existing law.
3. Buildings that have been cleared by evictions are not eligible for the lottery and therefore cannot participate in the bypass.
4. The lottery and this legislation only apply to buildings that are less than 6 units in size and that are predominately owner occupied.
5. This legislation will not lead to a future increase in "Ellis Act" evictions, because those buildings are permanently banned from ever becoming condos. Greater home ownership in San Francisco will provide increasing stability.
