SPOSF: In-Law unit legislation

The ordinance to legalize in-law units is before the Board of Supervisors. It is urgent that you contact the Supervisors and the Mayor opposing this legislation as it stands. The main points to emphasize in your emails:

Three main objections:

1. NO PASS-THROUGHS ARE ALLOWED. In most other construction and renovations, we are allowed to pass some costs of renovations through to tenants. The preliminary inspection alone could cost over $2000, based on the charge for a preliminary condo conversion inspection.

Insurance, mortgage rates, and garbage collection will probably increase. PROPERTY TAX will definitely increase, as the new unit will be assessed at the market rate and added to original property taxes.

Supervisor Chiu's explanation that the increased value of the building will compensate owners is a direct affirmation of the Tenant Union's wishlist!

2. There is no special emphasis allowing re-merger of units. The re-merger process now calls for a discretionary review (at least $4000), which is routinely denied. ONCE A UNIT IS LEGALIZED, THE BUILDING BECOMES A MULTI-UNIT PROPERTY, SUBJECT TO RENT CONTROL, FOREVER.

3. We want a disclosure item included. At pre-screening inspection owners must be told their single-family properties will be placed under permanent rent control.

Contact the Supervisors and the Mayor to voice your objections. Your vocal email, phone calls, or faxes will have an impact. Also, you write an old fashioned letter and address it to any one of the Supervisors at: City Hall-Room 244, 1 Dr. Carlton Goodlett Place, San Francisco, CA 94102
